Given that this case is an open public procurement procedure of great value, and the Client is not the same divided into groups of procurement items, in accordance with Article 204 paragraph 2 of the Public Procurement Act 2016, the Client indicates the main reasons for such a decision: - The customer of this item of procurement, based on the objective criteria for dividing the item of procurement into groups from Article 204, paragraph 2 of the PPL 2016 (for example: type, properties, purpose, place or time of fulfillment), is not able to be divided into groups, because the object of procurement for the Client represents one technical, technological, functional and other objectively determinable whole, - The subject of procurement is composed of continuous, temporally and technically-technologically interdependent activities, and the only acceptable solution for the Client is to conclude a contract for the complete subject of procurement. - Likewise, the conclusion of several contracts for several groups, for the Client represented additional difficulties and risks due to the obligation to coordinate several contractors at the same time, to determine the responsibility of an individual contractor in the execution of the contract, and there would be the possibility of shifting responsibility...
