Additional services for supervision over the construction of the state road Kvor Donja Zdenčina (A1) - bridge on the Kupa near Lasinje, phases 1 and 4. Considering that in this case it is about an open public procurement procedure of high value, and the Client did not divide it into groups of procurement items, in accordance with Article 204, paragraph 2 of the Public Procurement Act 2016, the Client indicates the main reasons for such a decision: - The client ordered this procurement item, based on objective criteria for dividing the items of procurement into groups from Article 204, paragraph 2 of the Public Procurement Act 2016 (for example: type, properties, purpose, place or time of fulfillment), cannot be divided into groups, because the subject of procurement for the Client represents one technical, technological, functional and other objectively determinable entity, -Subject of procurement is composed of continuous, temporally and technically-technologically interdependent activities, and the only acceptable solution for the Client is to conclude a contract for the complete subject of procurement. -Also, the conclusion of several contracts for several groups would represent additional difficulties and risks for the Client the obligation to coordinate several contractors at the same time, to determine the responsibility of each contractor in the execution of the contract, and there would be the possibility of shifting responsibility between them and the like.
