Zagreb Promotes Green Mobility: MAN Importer Hrvatska and AUTOBUS d.o.o. Secure Important Contracts for the Provision of Electric Buses Totalling More Than €26 Million

Grad Zagreb and Zagreb Electric Tram (ZET d.o.o.) have won contracts totalling over €26 million for the acquisition of new electric buses, marking a significant step towards sustainable urban transportation. The city's zero-emission fleet will be strengthened by the delivery of articulated and midi electric buses from the selected suppliers, MAN Importer Hrvatska d.o.o. and AUTOBUS d.o.o. On October 15, 2025, the contracts were formally published in the EU Official Journal (OJ S 198/2025) with notice number 676496-2025.

A Sustainable Mobility Project Worth €50 Million

The entire purchase, called "Purchase of Electric Buses for ZET d.o.o.," is a component of Zagreb's larger initiative to update its fleet of public transportation vehicles and lower carbon emissions. The project, which is expected to cost €50 million in total, consists of three lots for midi, articulated, and classic electric buses.
In accordance with EU Directive 2014/24/EU, the tender was initiated as an open procedure, guaranteeing openness and competitive involvement. Additionally, it complies with the EU Clean Vehicles Directive (2009/33/EC), which requires the purchase of vehicles that are environmentally friendly.

The MAN Group's MAN Importer Hrvatska will supply 29 articulated electric buses that are built for maximum passenger capacity and low energy consumption.

Midi Electric Buses (LOT 0003)
The recipient is AUTOBUS d.o.o.
Value of contract: €2.23 million
Signing date of contract: September 26, 2025
By operating shorter city routes, the medium-sized buses will improve accessibility and adaptability throughout Zagreb's urban transportation system.

The €23.6 million classic electric bus lot (LOT 0001) is still being assessed.

The city's industrial ecosystem benefits from the strong domestic competence in bus customisation and service solutions provided by AUTOBUS d.o.o., a local medium-sized manufacturer with its headquarters in Zagreb.

Strategic Significance and Upcoming Actions

Croatia's dedication to open and sustainable public procurement is demonstrated by the project's coverage under the Government Procurement Agreement (GPA), even though it is not funded by EU funds. Delivery of the new fleet, which is anticipated to start in 2026, will assist ZET in lowering operating emissions and improving the standard of public transport for citizens of Zagreb.

ZET's strategic mobility plan states that this project is a major step in the direction of making public transport carbon neutral by 2035.
